United Nations chief: Youth are leaders of today, not tomorrow

"Syria today is the most serious threat, and there is no military solution to the conflict", UN Secretary-General Antonio Guterres tells the UN Security Council.

Haley made clear that the US administration was taking time to assess the full implications of military strikes on Syria after Russia warned that it could lead to a risky US-Russian war. A resolution needs nine votes in favour and no vetoes by Russia, China, France, Britain or the United States to pass.

While investigations are still pending, claims have been made that the Syrian government has again used chemical weapons against its own people.

Haley's Russian counterpart, Vassily Nebenzia, in turn accused the United States and its key allies France and Britain of bellicose rhetoric and saber-rattling that have heightened tensions.

Since 2013, the UN Commission of Inquiry has recorded over 35 chemical weapons attacks in Syria.

However, Guterres said the situation in the middle East. "Is the latest wave of chaos being unleashed only for the sake of that?"

Russia, which has stonewalled diplomatic efforts at the UN Security Council, has vehemently denied a chemical attack took place.

The U.N. chief told an emergency meeting of the U.N. Security Council Friday called by Russian Federation that the highly volatile situation risks "escalation, fragmentation and division as far as the eye can see with profound regional and global ramifications". "Increasing tensions and the inability to reach a compromise in the establishment of an accountability mechanism threaten to lead to a full-blown military escalation", he added. France is reported to be one of the strongest backers of a possible strike which Russian Federation strongly opposes.


Russia's military has threatened to shoot down any USA missiles that put Russian lives at risk.

U.S. State Department Spokesperson Heather Nauert also condemned the U.N.'s decision, calling it an "outrage".

Russian officials have said USA and Russian military staffs remain in contact regarding Syria, even as Russian media have carried stories in recent days about the potential outbreak of "World War III" as a outcome of a US airstrike against Assad.

France's Macron earlier called for stepped-up talks with Moscow, and spoke to President Vladimir Putin by phone.

Echoing the USA stance, France's Ambassador Francois Delattre said Assad's government had reached a "point of no return" with repeated use of chemical weapons.

The secretary-general urged the deeply divided Security Council, which has been paralyzed over Syria, to agree on a new body to determine responsibility for chemical attacks.

It was one of three votes held Tuesday after the White Helmets, a civil defense agency, blamed the Bashar al-Assad regime for attack, which it said killed 78 civilians and injured hundreds of others.

On Thursday, Russia's military said Douma has been brought under full control of the Syrian government under a Russia-mediated deal that secured the evacuation of the rebels and thousands of civilians after it was recaptured by Syrian forces.

"We will continue to work with our friends and allies to coordinate an global response to that end", Pierce said Friday. It is unclear how such a vote might turn out. Troianovski reported from Moscow.
