But in an apparent reference to Hamas, she also said "the use of civilian presence for the objective of shielding military activities" could also be a war crime. In addition, more than 1,000 Palestinians have been shot with live ammunition.

Salama Marouf, head of the government media office in the Hamas-run Ministry of Information in Gaza, said Mr. Lieberman's remarks about Mr. Murtaja only proved that Israel had "sentenced him to death, then tries to promote justifications and pretexts it thinks will exempt it from responsibility for the crimes it has committed".

In response to the video, which sparked outrage as it began to spread on Twitter Monday, U.S. Campaign for Palestinian Rights executive director Yousef Munayyer noted that "while this shows one individual soldier's act, it is made possible by criminal orders from the top that authorized use of lethal force against unarmed protesters that has resulted in hundreds being shot".

Jamal Zahalka of the Joint List, a political alliance of four Arab-dominated parties in Israel, said the video "indicates to the rule".

Following last Friday's violent confrontations between Gazans and Israeli security forces along the Gaza border, Defense Minister Avigdor Lieberman was hesitant and unwilling to accept claims that Yasser Murtaja, who was among those killed, was simply a well-known media correspondent. Out of that number, 26 were killed during the protests at the Gaza-Israel border. On Sunday, the military said two explosive devices were found near Israel's border with Gaza, hours after three Palestinians from Gaza crossed briefly into Israel.

The Palestinian Authority (PA) said on Tuesday it had not paid salaries to employees in Gaza due to "technical" issues, amid an ongoing split with Gaza's Hamas rulers, AFP reported.

"The incident will be carefully examined", the army said in a Tuesday statement.

The 81-second clip surfaced on social media on April 9 and led Israeli TV news, with one host calling it "disturbing".

The military said the man was a main instigator in the clashes and was shot in the leg and wounded after ignoring warning shots and calls to halt.

In an official statement Tuesday the Israeli occupation army announced the action took place on December 22, 2017 and happened in the context of a "response to a violent riot", accusing the man who was standing near the border fence in no apparent act of violence of being suspected of organizing violent incidents.

Gazans are being called to report to the border fence this coming erev Shabbos too, for an even large event that seen in previous weeks.

Apparently filmed by an Israeli soldier, the undated video shows what appears to be an unarmed man standing near the fence that separates Israel and Gaza.
