Russians 'Successfully Penetrated' Some States' Voter Systems, Says Top US Official

Dem senator introduces bill to help DHS identify terror threats

USA authorities have accused Russian hackers of successfully penetrating voter registration rolls in multiple states during the 2016 election.

Jeanette Manfra, the head of cybersecurity at the Department of Homeland Security, declined to go into detail about classified information, but confirmed to NBC News that Russian hackers targeted 21 state voter registration rolls - "and an exceptionally small number of them were actually successfully penetrated". Manfra said there was no waiting list and that DHS will get to everyone.

The Russians were probing the voter rolls for a variety of reasons.

The department also said there is no evidence that any of the rolls were altered in any way.

Texas, California, and five other states claimed their voter systems have not been affected by the hacking. Johnson says the nation's electoral systems are a part of the nation's federally protected critical infrastructure and could be targeted by hackers.

The attempted intrusions were aimed at targeted online systems including registration databases, not the voting itself or tabulation machines used on Election Day.


Manfra disagreed with Johnson's statement and said that all states have taken the threat of hacking seriously.

The fact that Russian hackers had penetrated four states was first reported back in September 2016, as seen below in a story from ABC News. "Whether they affected the outcome (of the election) is another question, but they meddled, and that's risky for democracy".

The U.S. intelligence community unanimously concluded after the election that Russian Federation meddled in the election in a deliberate effort to undermine American democracy and elect Donald Trump.

The American Intelligence community concluded that Russian Federation meant to elect Trump, according to CNN; and Special Counsel Robert Mueller is conducting a probe into the matter.
