It's the third day running the besieged area, to the east of the Syrian capital, has been targeted by Russian-backed Syrian forces.

The panel also expressed "deep concern" over the escalation of violence in rebel-held Idlib province and in Eastern Ghouta, Pinheiro said.

The district of Eastern Ghouta, controlled by rebel factions including Islamists, suffered some of its worst bloodshed in years on Tuesday, when 80 civilians were killed. The UN has named the Afrin region led by Syrian Kurds as one of the areas of interest.

It is a weapon of fear, created to terrorise a population, even if it doesn't kill in large numbers. The attack followed two others in the past week that killed at least 10 people, including several children.

"When (US Secretary of State Rex) Tillerson comes we will share these ideas with him sincerely, we will share our expectations", he said.


"Seven civilians were killed and 15 wounded in a Syrian regime air strike on the town of Hammuriyeh", said Rami Abdel Rahman, who heads the Syrian Observatory for Human Rights.

State news agency SANA said air defenses confronted the Israeli planes, which it said were flying over Lebanese territory when they fired the missiles.

"We implore the worldwide community to speak with one voice, taking every opportunity to publicly pressure the Assad regime, and its supporters, to cease its use of chemical weapons and hold those responsible accountable for these brutal attacks", the U.S. State Department said in a statement.

The Israeli air force has said it has struck arms convoys of the Syrian military and Lebanon's Hezbollah almost 100 times since the war in Syria began more than six years ago.

The statement did not say whether the incident caused casualties.

Prime Minister Benjamin Netanyahu referred to Israel's policy during a lunch with North Atlantic Treaty Organisation ambassadors in Jerusalem last month. Israel captured the Golan Heights from Syria in 1967 and annexed it in 1981.
