Iraq says negotiations with Kurds have failed

Iran to lift border curbs with Iraq's Kurdish region in coming days

Prime Minister Haider al-Abadi on Friday declared a pause in an offensive that began on October 16 to take over areas claimed both by his government and the autonomous Kurdistan Regional Government (KRG).

The Kurdish statement came a few hours after the Iraqi Joint Operations Command (JOC) on Wednesday night accused the Kurdish military of reneging on the draft of agreement.

Turkish security forces killed 19 Kurdistan Workers Party (PKK) militants in the province of Hakkari that borders Iraq, the Turkish armed forces said Thursday, after eight members of Turkey's security forces were killed in clashes.

The JOC also accused the Kurds of moving their forces during the negotiated period and building new defensive lines to hamper the redeployment of the federal forces.

The other points included a ceasefire on all fronts, continued cooperation in the fight against Daesh and a joint deployment in disputed territories, which are areas claimed by both the KRG and the Iraqi central government.

The Kurdish Peshmerga fighters' command accused Iraqi forces of massing weapons and threatening force to resolve "domestic political differences".

Tension has mounted steadily between Baghdad and the KRG since September 25, when the latter held an illegitimate referendum on regional independence.

Iraq's entire land border with Turkey is located inside the Kurdish autonomous region, and has been controlled by the Kurds since before the fall of Saddam Hussein in 2003.

Iraqi forces and Kurdish Peshmerga forces reached a deal on deploying troops north the country, especially on strategic Fish-Khabur border crossing with Turkey and Syria. That meant vehicles crossing the border were subject to three checks.
