East arrested Daniels and took him to the campus police station to book him.

Texas Tech police went to check on the welfare of the student earlier on Monday and, after discovering drugs, the officers took the person to the school's police station, university spokesman Chris Cook said in an email.

He was held near the Lubbock Municipal Auditorium along with a loaded.45-caliber pistol and a police body camera which was found nearby. In a press conference, Texas Tech President Lawrence Schovanec was tight-lipped on the investigation but sent his deepest condolences to the East family. But a person must be at least 21 years old to get a concealed carry permit in Texas, so Daniels wouldn't qualify. East is survived by a wife and two daughters, Bonath said.

Thomas Bonds of the Lubbock city police department said Daniels confessed to killing East after his recapture Monday night, telling detectives he had done "something illogical" and that "he was the one that shot their friend".

It's unclear whether Daniels has obtained an attorney.


"Before Aug. 1, 2016, this would be a felony", he said.

Although the law has faced resistance - including a lawsuit from professors at the University of Texas, Austin, which has since been dismissed by the judge - a Houston Chronicle analysis found mixed evidence on how much campus carry has or hasn't changed campus life.

Lisa Moore, an English professor at the University of Texas in Austin, has been locked in a legal battle to overturn the law since 2015. They don't belong on campus. It wasn't clear whether the chief meant they called the center before or after East was shot, and school officials didn't respond to messages seeking additional details.

"Regardless of whether the state or this institution had a policy one way or another, if the individual possessed a firearm, he would have been possessing it illegally", she said.

Newbern said that in the aftermath of a shooting, licensed and responsible gun owners are often unfairly lumped with violent criminals.

"We all want to be free, and we all want to be safe, and fewer guns, not more, is how that will happen", she said. While cases of campus officers being killed on the job - much less students killing campus officers - are relatively rare, "it's a reminder that it's a constant possibility", Gwen Fitzgerald, an association spokeswoman, said in an email.
