US formally requests UN vote on North Korea sanctions

President Donald Trump's administration is pushing the Security Council to adopt a united stance as North Korean leader Kim Jong Un seeks the capability to strike the USA with a nuclear weapon.

"This evening, the United States informed the UN Security Council that it intends to call a meeting to vote on a draft resolution to establish additional sanctions on North Korea on Monday, September 11", a statement from the U.S. mission to the UN read.

Videgaray on Friday stressed that Mexico was not breaking diplomatic ties with North Korea, but that the country "wanted to send a clear message of absolute rejection" of the recent tests.

Russian President Vladimir Putin has said more sanctions wouldn't work, while China is wary about cutting off Kim's economic lifeline to the point it risks collapsing his regime.

United States President Donald Trump on Thursday said that military action against a defiant North Korea was "not inevitable". Its sixth nuclear test on Sunday prompted the U.S. to speak about a "military response" and South Korea to conduct major military exercises.

"It will authorize me to stop doing trade and put sanctions on anybody that does trade with North Korea", Mnuchin told reporters Wednesday.

He called on all North Korea's neighbours to show restraint, suggesting the bellicose rhetoric and military drills are "playing into their hands".

But no weapons test was detected from North Korea as of Saturday afternoon, as people in the capital went through customary practices of showing loyalty to late leaders Kim Il Sung and Kim Jong Il, the father of third-generation leader Kim Jong Un.

However, Trump said that it would be great for them if something else could be worked out and expressed his concern over military action against North Korea.

A September 6 version of the resolution, reviewed by the Korea JoongAng Daily and other media outlets, calls to prohibit the supply, sale or transfer to North Korea of crude oil, condensate, refined petroleum products and natural gas liquids.

China is a veto-wielding permanent member of the UN Security Council, as well as North Korea's main trading partner and source of food and fuel aid.

"Seoul also seeks to achieve North Korea's denuclearization peacefully", Cho added.

In South Korea, thousands of police officers in riot gear swarmed 400 protesters who had been occupying a road leading to the site where THAAD is installed in the rural town of Seongju.

South Korea braced for a possible further missile test by North Korea as it marked its founding anniversary on Saturday, just days after its sixth and largest nuclear test rattled global financial markets and further escalated tensions in the region.

North Korean state-run newspaper Rodong Sinmun said in an editorial on Saturday that Pyongyang was now a nuclear power and praised Kim for his "brilliant achievement" in strengthening "defences to protect the Korean peninsula from invasion".

The official Korean Central News Agency described it as a "successful ICBM-ready H-bomb test". Indeed, the USSR was the major ally of North Korea up to and including the Korean War, and the PRC only became involved in the Korean War when it appeared as though an existential threat existed with USA forces crossing the Yalu River and threatening nuclear war against the PRC.

Earlier in the week, Trump and Chinese President Xi Jinping spoke for 45 minutes.
