Govt unveils rules to tackle unruly behaviour by passengers in flights

Centre's no-fly list to check misbehaviour could be a double-edged sword

The first is physically abusing somebody which can attract a three month ban from flying; the second is sexual harassment attracting a six month ban; the third is for 2 years when actions related to life for threatening behaviour, including damage to the aircraft and property.

Meanwhile, the Directorate General of Civil Aviation (DGCA) confirmed that the unruly behaviour by the passengers are divided into three levels and under these levels, passengers can be banned for over two years depending upon the level of misdemeanour.

The aviation ministry today released the guidelines to prepare a no-fly list in order to ensure safety and check unruly and disruptive behaviour on aircraft. Union Minister of Civil Aviation Ashok Gajapathi Raju today on Twitter said there will be three levels of punishment for unruly passenger in flights.

The revised Civil Aviation Requirement on unruly passenger behaviour is applicable for all Indian operators engaged in scheduled and non-scheduled services. The revised auto will be applicable for all Indian operators engaged in scheduled and non-scheduled air transport services, both domestic and global carriage of passengers. They will be applicable to foreign carriers too subject to compliance with the Tokyo Convention of 1963. The focus has been on ensuring on board safety while maintaining an element of balance and safeguarding the interest of passengers, cabin crew and the airlines.

The complaint of unruly behavior would need to be filed by the pilot-in-command. The internal committee will have retired District & Sessions Judge as Chairman and representatives from a different scheduled airline, passengers' association/consumer association/retired officer of Consumer Dispute Redressal Forum as Members.


The Airline has the right to immediately ban the unruly passenger and the process of judiciating the ban will be completed in the next 30 days by an internal committee. During this period, the passenger will not be able to fly with the airline.

The ban will be doubled in case of repeat offences.

You may be angry or late, but keep calm and carry on, unless you want to get on India's first no-fly list. Airlines such as Air India and IndiGo had barred the two MPs from flying for a few days after which they backed out. According to a mechanism laid down by the ministry, after the pilotin- command of a plane complains about a passenger, the airline's internal committee will probe the matter and decide the quantum of ban within aperiod of 30 days.

The no-fly list will be available on the DGCA website.

The revised auto also contains appeal provisions against the ban.
