Colonial Pipeline Partially Shuts Down

Colonial Pipeline map

Both of Colonial Pipeline's two main lines are shutdown in Texas.

The Colonial Pipeline, which can ship 1.3M bbl/day of gasoline on its Line 1 from Houston to Linden, N.J., says deliveries will be "intermittent and dependent on refinery supply".

Since Harvey hit last week, North Carolina has seen gas prices jump 18 cents.

Colonial, which in normal times supplies more than three million barrels of fuel a day, was the second major pipeline network to announce it was closing.

The East Coast will start feeling the effects of Hurricane Harvey as the gasoline supplied from the Gulf Coast starts to dry up. Refineries in Lake Charles could shut or reduce rates as Harvey moves east.

Fuel typically costs him about $25 a day at the most, he said, concerned the storm could eat into his profits.

On Wednesday Valero told its East Coast customers that it would stop supplying customers that don't carry its logo at all northeast terminals from Pennsylvania up to ME, according to a customer who asked not to be named because the information isn't public. Even with the holiday and the portion of the pipeline closed, Ingram said drivers should not see prices above the $2.39-per-gallon mark. "When you have a situation like this, the problems go all up and down the pipeline", Cooper said.

"Consumers will see a short-term spike in the coming weeks with gas prices likely topping $2.50 per gallon, but quickly dropping by mid to late September", said Jana L. Tidwell, manager of public and government affairs for AAA Mid-Atlantic.

As of Sunday, nine refineries in Texas that supply Colonial with gas were closed because of Harvey, the U.S. Department of Energy said.

The U.S. average price for a gallon of regular gasoline rose from about $2.35 a week ago to $2.45 now, AAA reported.

Concerns over fuel shortages ahead of the U.S. Labor Day extended weekend were mounting, said analysts at JBC Energy.

Those braving the lines were finding prices in Cleburne ranging from $2.19 at H-E-B Grocery store to $2.36 at Valero on East Henderson Street.

They were at $2.59 a gallon, according to motorists advocacy group AAA.

Gas prices are rising in Pueblo, the state and the nation after Hurricane Harvey but the USA energy industry is hoping to recover quicker than once feared. Pipelines and terminals have also been restarting over the weekend, assuaging worries over the ability of refineries to get the crude oil they need to operate.

Still, prices at the pump have surged in some locations. According to IHS Markit, the city is "faring the best" among the cities on the Texas coast that were badly hit, with its four major refineries set to resume operations this week. Major refineries in the country have been shut, the largest USA pipeline of refined products has gone offline, crude oil production outages and logistical bottlenecks have led to a release from the Strategic Petroleum Reserve, and motorists will be pinched when filling up at the pump for some time.
