'The threat is still there' for New Orleans after Tropical Storm Cindy

Faulkner County officials, business owners and residents prepared to be inundated with heavy rains as remnants from Tropical Storm Cindy were expected to hit Arkansas on Thursday. He's still rebuilding his own home. Crews in Memphis cleared storm drains Thursday to help prevent flooding.

Rain mixed with clouds and sunshine across the region.

Fort Walton Beach, FL, experienced property damage and fallen trees from a possible tornado Wednesday morning.

The Alabama Cooperative Extension System said in a warning Wednesday that the floodwaters will not kill the state's invasive fire ant population. The National Weather Service said an EF-2 twister with winds up to 120 miles per hour (190 kph) struck just outside Birmingham on Thursday. Media report heavy rain and winds also were causing traffic problems.

New Orleans area residents are enjoying an area of dry air Thursday (June 22) after Tropical Storm Cindy made landfall near the border of Texas and Louisiana during the morning.

Heavy rain is forecast to begin in West Virginia by late Friday afternoon, with general forecasts of 1-3 inches (25-75 millimeters) and up to 5 inches (125 millimeters) in spots.

This may bring storm total rainfall in excess of 15 inches in some isolated locations. More than 6 million people remain under tornado watches, an area covering New Orleans and points north into central Louisiana, Mississippi and Alabama.

"It only takes couple of inches [of rain] over a short period of time that can send some of the waterways here into a severe flooding situation and cause damage to property", Gilmer Fire Chief Tony Pritchett said.

George Grabryan, director of the Lauderdale County Emergency Management Agency, said he hopes the diminished rain amounts in the forecast hold true. Ivey write farmers are vital to the Alabama economy and to the nation as a whole so farmers need assistance to keep food production systems in balance.

The flash flood watch is in effect from 7 p.m. Thursday through Friday afternoon. No rigs were moved off location out of the storm's path, BSEE said.

Forecaster Drew Montreuil, of Finger Lakes Weather, said there will likely "be numerous storms with locally torrential downpours". Muggy conditions will continue today and be accompanied by a high in the mid-80s, Evanego said.

The severe weather forecast comes almost on the anniversary of last year's torrential rains and flooding, which killed 23 people in West Virginia.

Forecasters have issued a flash flood watch for eastern and southern Arkansas as Tropical Storm Cindy heads toward the state.

Stacy Vondran, who owns the ladies' boutique Tinkled Pink on Oak Street, said she was rearranging merchandise and putting out sandbags Thursday in case of flooding.
